The main difference is how far the grinding goes. Honing stops once the surface is flat with a matte or satin appearance, so the stone is cut and visible but there is no mirror-like reflection. Polishing keeps going through progressively finer diamonds until the concrete itself turns glossy. Outdoors, honed is generally the smarter option, since a high gloss could be slippery and show every mark, whereas polished mostly belongs inside. Fewer passes are needed for a hone, so it tends to cost less. Either one can feature the aggregate, so the decision really comes down to sheen and location.
It can, provided the grind and sealer are chosen with slip resistance in mind. A light hone retains more texture than a heavy grind. Sealers differ widely in how slick they become when wet, and a fine grit added to the last coat improves traction without being very visible.
